Caribbean Disaster Emergency Management Agency Adopts New Business Plan and Strategic Plan to Ensure Stable and Sustained Financing

We developed a business model, strategy, and action plan for the stable and sustained financing of the Caribbean Disaster Management Agency (CDEMA), and provided technical assistance to support the development of a new strategic plan.

The Caribbean states are especially prone to natural disasters. As climate change increases the likelihood and severity of natural disasters in the region, well-established and sustainable inter-governmental institutions are needed to mitigate, manage, and respond to these risks in the Caribbean.

 The Caribbean Disaster Emergency Management Agency (CDEMA) plays an essential and growing role as the Caribbean community’s disaster and climate risk management coordinator. To achieve its goals and realize its full potential, CDEMA engaged Momentus (formerly IFCL) to develop a Business Model, Strategy, and Plan of Action for the stable and sustained financing of the agency, and to provide technical support to develop its 2022-2025 Strategic Plan.

Through extensive consultations and workshops with staff and stakeholders, we conducted a comprehensive institutional assessment. We assessed realistic options for remediating the current funding pool model, including developing innovative options for new revenue streams; optimized CDEMA’s service offering to maximize regional disaster management impact; provided practical and achievable short- to medium-term goals and actions required to stabilize the organization and achieve sustainability and growth; and developed recommendations for a new Strategic Plan including updates to the mission, vision, and values of the agency.

Our work with CDEMA will ensure that the Agency can fulfill its mandate, stay true to its vision, and continue to be a leader of comprehensive disaster risk management by being responsive and accountable to the social, political, and economic realities related to building resilient participating states.
